Information/Instructions


In submitting a proposal to provide Home and Community Care Block Grant (HCCBG) services, the service agency guarantees adherence to all policies, rules, and guidelines of the Older Americans Act of 1965, as amended; all current and future policies, rules, and guidelines of the NC Division of Aging and Adult Services, including those described in the HCCBG Policies and Procedures Manual and the NC Division of Aging and Adult Service Standards for the services being proposed. The service agency will maintain a copy of the HCCBG Policies and Procedures Manual and the NC Division of Aging and Adult Service Standards in its offices if the service funding is awarded to the agency.


Each agency will prepare one (1) electronic copy of the IFB with all supporting documentation and (1) original copy of their proposal including all supporting documentation. The electronic version should be submitted via email to lrcog@lumberrivercog.org with Robeson County In-Home Aide IFB in the Subject Line. Return the original with signatures to the Lumber River Council of Governments, Area Agency on Aging, 30 CJ Walker Road, Pembroke, NC 28372 by 3:00 pm on Thursday, April 04, 2024. The envelope should be clearly labeled and state the agency’s name. Responses received after 3:00 pm on Thursday, April 04, 2024 either by email or mail will be considered non-responsive and will not be considered. Proposals postmarked on that date, but not received by LRCOG by 3:00 pm on April 04, 2024, will not be considered. Please note that sealed bids must be submitted in a sealed envelope and marked “Sealed Bid.”


The service area will be all of ROBESON County, North Carolina.


The contractual period for service provision will be July 1, 2024 through June 30, 2026, as part of the Home and Community Care Block Grant. The services must be available during the entire 24-month period from July 1, 2024 through June 30, 2026, contingent upon funding through the NC Division of Aging and Adult Services. The budget will be developed for the first 12-month funding cycle. Prior to the end of the first service year (July 1, 2024 – June 30, 2025), the Area Agency on Aging and the Robeson County Aging Advisory Council will make a recommendation to the Robeson County Commissioners that the grantee continue to provide the second year of service (July 1, 2025- June 30, 2026) based upon a satisfactory assessment conducted by the Area Agency on Aging and the availability of funds. The provider will submit the required forms (DAAS 732, 732A, 732A1, 733, 734, and 734- In-Home Client Rights) for the next service year to the Area Agency on Aging in May of 2025, on a date to be determined by the Area Agency on Aging.
