The Administration Division, under the leadership of our Executive Director, David Richardson is responsible for the day to day operations of the Lumber River Council of Governments. The Executive Director reports directly to the Board of Directors and is responsible for providing leadership, oversight and guidance to staff working toward the achievement of the mission and strategic goals of the agency.
David Richardson is the Executive Director of the Lumber River Council of Governments (LRCOG). David has been employed with the LRCOG since December 2015. He previously served as the aging administrator, prior to becoming the Executive Director in July 2017.
David is a North Carolina licensed attorney and holds his Juris Doctor, Master of Business Administration, and Bachelor of Science from Campbell University. Prior to coming to the LRCOG he worked as a attorney with Legal Aid of North Carolina, Inc. serving as a staff attorney, supervising attorney, and managing attorney.
David works closely with the Region’s local governments and their elected officials. In addition, to overseeing the overall operations of the LRCOG, he also works on special projects within the Region.
Clerk to the Board and Administrative Secretary
Sonya Johnson serves as the Administrative Secretary. In this position, she supports the day-to-day activities of the Executive Director and provides direct support for the COG's Board of Directors. Sonya is a certified North Carolina Municipal Clerk.

The finance director is supported by Jo-Annah Sinclair, the Accounting Clerk. She is a graduate of Presbyterian College where she earned a Bachelor of Science in Business Administration with a concentration in Accounting.
