The Lumber River Council of Governments, a regional planning and service agency serving Bladen, Hoke, Richmond, Robeson and Scotland counties, is seeking an Accounting Clerk. The accounting clerk assists in maintaining accounts, general fiscal records, and official minutes and documents for the Lumber River Council of Governments.  Employee performs primarily entry level work.  The position requires a Bachelor’s degree in accounting, business, finance, or an equivalent field; or Associate’s degree in accounting, business, or finance and three years of accounting or human resource management experience. Valid driver’s license and reliable transportation is required. General Statement of Duties

Performs accounting and clerical work for the Lumber River Council of Governments.

 

Distinguishing Features of the Class

An employee in this class assists in maintaining accounts, general fiscal records, and official minutes and documents for the Lumber River Council of Governments.  Employee performs primarily entry level work.  Work is performed in accordance with standard office accounting procedures and local government accounting and documentation standards.  General supervision is received from the Finance Director and is evaluated by the accuracy and completeness of records maintained.

 

Illustrative Examples of Work

  • Assists in the maintenance of general and subsidiary ledgers and necessary control accounts.

  • Completes and administers payroll functions to include file set-up, update for salary adjustments, and verification of payroll records.

  • Prepares quarterly tax and wage reports.

  • Posts to proper account data concerning receipt and disbursement records.

  • Checks a variety of bookkeeping source documents such as purchase orders and requisitions, invoices, vouchers, receipts, and deposits for mathematical accuracy and verification of figures and information against ledgers and other financial records and performs accounts payable function.

  • Prepares council staff cumulative balance of vacation times and sick leave, timesheet calculations, and assists in posting closing entries and balancing accounts for the month.

  • Prepares official minutes and documents for various boards of the Council.

  • May assist in the preparation of Council publications.

  • Assist with other administrative duties as necessary.

  • Other duties as assigned.

Recruitment and Selective Guidelines

Knowledge, Skills and Abilities

  • Working knowledge of governmental bookkeeping practices and procedures.

  • Working knowledge of office accounting methods and procedures.

  • Working knowledge of human resource management methods and procedures.

  • Ability to use posting, calculating or adding machines in recording data or making computations.

  • Ability to present information clearly and concisely in oral and written form.

  • Ability to utilize a variety of computer programs and accounting software including Microsoft products (Excel, Word, PowerPoint).

  • Ability to learn new computer software such as Canva and ConstantContact.

 

Physical Requirements

  • Position should possess the ability to perform reaching, fingering, talking, hearing and repetitive motion.

  • Position should possess the ability to perform light work exerting up to 20 pounds of force occasionally and/or 10 pounds of force frequently.

  • Position should possess the ability to perform close visual acuity to prepare and analyze data and figures; view a computer terminal and excessive reading.

 

Desirable Experience and Training

Bachelor’s degree in accounting, business, finance, or an equivalent field; or Associate’s degree in accounting, business, or finance and three years of accounting or human resource management experience. Valid driver’s license and reliable transportation is required.
