Strategic Transportation Investment Prioritization

Process

During 2019 through 2022, the Lumber River RPO (LRRPO), along with the North Carolina Department of Transportation (NCDOT), will go through a process to identify and prioritize transportation projects for inclusion in the state’s next Statewide Transportation Improvement Program (STIP). This process, known as “Prioritization 6.0” is directly tied to the Strategic Transportation Investments law that passed the General Assembly in 2013.

 This website page has been established to serve as a resource and repository of information on this project prioritization and funding process within the LRRPO  region. As information becomes available throughout this process, it will be added to this site to make the information widely available to the public. Strategic Transportation Investments Law (STI) 

In 2013, the North Carolina General Assembly enacted House Bill 817, the Strategic Transportation Investments (STI) law, which represents a fundamental change in the way transportation projects are prioritized and funded in North Carolina.   Current Prioritization Process for the 2023-2032 STIP- “P6.0”

Projects Committed for Construction and Projects that will be “Carried Over” in P6.0

 

For the list of which LRRPO projects from the current 2020-29  STIP are committed for construction and which projects will be carried over for re-prioritization in P6.0 please Click here.  (This list is organized by County and  also identifies the projects in our area that were "dropped"  from the database of projects to be considered in P6.0. These projects must be resubmitted to be prioritized in P6.0.

 

Call for New and Re-submitted Projects

The Lumber River RPO was allotted 24 slots in each transportation mode to submit projects (new and/or re-submittals) during the project submittal process for the 2023-2032 STIP.  Public meetings were held in each County and TAC and TCC members, jurisdictions’ officials and staff, and NCDOT Departments were contacted to solicit new projects for consideration.  The 24 project allotment was not exceeded in any mode, so the RPO did not have to cut any project proposals.  After a Public Hearing at the TAC meeting on 5/26/20, the list of project submittals was approved by the TAC.  Project data was gathered and all approved projects were submitted to NCDOT by the July 31, 2020 deadline.  Click here for the list of submitted projects.

 

Lumber River RPO Methodology to Prioritize Projects

 

As part of the STI prioritization process, RPOs have an opportunity to assign “local prioritization points” to projects in their regions. In 2012, the General Assembly enacted Session Law 2012-84, which requires RPOs to have a documented data-driven process for assigning these local input points.
