Strategic Transportation Investment Prioritization


During 2019 through 2022, the Lumber River RPO (LRRPO), along with the North Carolina Department of Transportation (NCDOT), will go through a process to identify and prioritize transportation projects for inclusion in the state’s next Statewide Transportation Improvement Program (STIP). This process, known as “Prioritization 6.0” is directly tied to the Strategic Transportation Investments law that passed the General Assembly in 2013.

 This website page has been established to serve as a resource and repository of information on this project prioritization and funding process within the LRRPO  region. As information becomes available throughout this process, it will be added to this site to make the information widely available to the public. Strategic Transportation Investments Law (STI) 

In 2013, the North Carolina General Assembly enacted House Bill 817, the Strategic Transportation Investments (STI) law, which represents a fundamental change in the way transportation projects are prioritized and funded in North Carolina. Projects Committed for Construction and Projects that will be “Carried Over” 


For the list of which LRRPO projects from the current 2020-29  STIP are committed for construction and which projects will be carried over for re-prioritization in P6.0 please Click here.  (This list is organized by County and  also identifies the projects in our area that were "dropped"  from the database of projects to be considered in P6.0. These projects must be resubmitted to be prioritized in P6.0.


Call for New and Re-submitted Projects

The NCDOT will be accepting new and re-submitted projects for consideration from October 2019 through May 1, 2020.  The Lumber River RPO will be allowed to submit 24 new and re-submitted projects in each mode of transportation.  Click here for the list of county meetings where new projects can be suggested.  The public can also suggest projects by email at, by phone at (910) 775-9749, or by mail at Lumber River Council of Governments, Attn. A draft list of projects to be submitted to NCDOT will be posted on this website.  The TAC will consider this list for approval at its meeting on 3/23/20.


Lumber River RPO Methodology to Prioritize Projects


As part of the STI prioritization process, RPOs have an opportunity to assign “local prioritization points” to projects in their regions. In 2012, the General Assembly enacted Session Law 2012-84, which requires RPOs to have a documented data-driven process for assigning these local input points.

Future Steps in the P6.0 Process


Nov and Dec 2019:           Public meetings to submit potential STIP projects (Click Here)

March 2020:                      At its March 10, 2020 meeting, the TCC will recommend which proposed projects should be submitted
                                          to the NCDOT. The TAC will consider this recommendation at its March 23, 2020 meeting, at which
                                          a Public Hearing will be held.

April 2020:                         LRRPO Enters Project Submittals in the NCDOT Database

May 2020 – Jan 2021:       NCDOT Calculates Quantitative Scores for All Projects

Feb 2021:                          NCDOT Programs Statewide Mobility Projects

March – May 2021             LRRPO assigns Regional Impact Local Input Points
