Housing Programs and Services

Substandard housing - homes that do not provide a decent, safe and sanitary living space for the occupants - is present in all five of the counties served by the LRCOG.

Our Housing Programs and Services have assisted local governments throughout the region address this challenge and improve the quality of life for the residents of our region.

LRCOG Staff provides an array of services in conjunction with Housing Programs in Bladen, Hoke, Robeson, Richmond and Scotland Counties. The Housing Specialist conducts assessments of housing needs, assists local governments in deciding upon strategies to address those needs, and writes and administers housing grant programs. Housing Resources available in the region which have been utilized through the assistance of the LRCOG include the NC Housing Trust Fund, the NC Community Development Block Grant Program, USDA Rural Development, Robeson County Church and Communtiy Center and Four County Community Services.

What Housing Rehabilitation Projects are currently underway?

Current housing work is taking place under the following funded projects:

Bladen County

Bladen County 2008 CDBG Scattered Site Housing Program -  Five dilapidated single-family units will be demolished and replaced with decent, safe and sanitary housing.  This program will likely close during the first quarter of CY 2011. Total Program Funding $400,000.

Hoke County


Hoke County 2009 CDBG Scattered Site Housing Program – Four dilapidated single-family units will be demolished and replaced with decent, safe and sanitary housing.  One unit will be rehabilitated.  Total Program Funding $400,000.

Hoke County 2008 Single Family Rehabilitation Program (NCHFA)- Six single-family units were rehabilitated.  This program will likely close during the first quarter of CY 2011.  Total Program Funding $261,066.

Robeson County


Robeson County 2010 Single Family Rehabilitation Program (NCHFA)- Up to five single-family units will be rehabilitated through this program which is in the start-up phase.  Total Program Funding $200,000.

Scotland County

Scotland County 2008 CDBG Program- Three dilapidated single-family units will be demolished and replaced with decent, safe and sanitary housing.  One-two additional units may be added to the program depending upon funds availability.  Total Program Funding $400,000.

Scotland County 2009 Single Family Rehabilitation Program (NCHFA)- Nine dilapidated single-family units will be demolished and replaced with decent, safe and sanitary housing.  Anticipate closeout in Cy 2011.   Total Program Funding $400,000.
